Title: A Nyílt Forráskódú Szoftverek adaptációját gátló tényezők Magyarországon Subtitle: tapasztalatok néhány nagyvárosból Abstract: Az utóbbi évtizedben az Open Source Szoftverekkel (OSS) kapcsolatos társadalomtudományi kutatások egyik fő vonulatát a szoftverek intézményi adaptációja jelentette. Pilot kutatásunkban az adaptációt gátló (környezeti, szervezeti és személyes) tényezőket tártuk fel öt megyei jogú városban. Vizsgálatunk során interjúkat készítettünk az önkormányzat informatikusaival. Fő eredményeink: Magyarországon megtalálható egy a megszokottól eltérő migrációs folyamat, amit spontán migrációnak neveztünk. Ennek lényege, hogy a migrációt nem előzi meg központi döntés, azt teljes mértékben az informatikusok irányítják. Továbbá megkülönböztettük az adaptáció öt különböző szintjét, melyekhez különböző típusú gátló tényezők kapcsolódnak.

Title: The barriers of Open Source Software (OSS) adaptation in Hungary Subtitle: the case of five cities Abstract: Adaptation and implementation of Free/Open Source Software (OSS) by different organisations have been a hot topic of numerous studies in the last decade. In this pilot study (based on interviews with the administrators in the municipalities) we examined the main factors (environmental, structural and personal) of adaptation of OSS in five Hungarian cities. The main findings are: in Hungary we could discern a new way of adaptation that we can call ‘spontaneous adaptation’. The main characteristic of this method is the lack of the adaptation-decision by the political leaders of the municipality. We also discern five steps in the implementation of OSSs that are characterized by different impeding features.
