Cím: Városi szélessávú telekommunikációs rendszer finanszírozása: a vermonti megoldás Alcím: (avagy „addig nyújtózkodj, amíg a takaród ér”) (Timothy E. Nulty) Absztrakt: A vermonti Burlington városában az önkormányzat saját beruházásaként valósította meg a szélessávú telekommunikációs rendszer kiépítését. Ez a projekt – több egymást követő fázisban – viszonylag lassúbb ütemben, de gazdaságosan biztosítja a szolgáltatások gyakorlatilag korlátlan elérését a következő felhasználók számára: 1) maga az önkormányzat és saját intézményei; 2) a nagyobb ipari és kereskedelmi vállalatok; 3) a kisebb vállalatok és egyéb intézmények; 4) az egész lakosság. A város saját tulajdonában lévő kábelrendszer lehetővé teszi, hogy a város költségvetése, ami az adófizetők pénzéből tevődik össze, ne legyen kiszolgáltatva a piaci erők mohó versengéséből és esetleges kudarcaiból fakadó kockázatoknak.

Cím: Financing Municipal Broadband: The Vermont Farmer Approach Alcím: „Build the Barn You Can Afford" (Timothy E. Nulty) Absztrakt: The author of the original paper, on which an account is given here, describes the implementation of municipal broadband telecommunication facilities carried out as the local authority's own investment in the city of Burlington, Vermont. This project in four consecutive stages assures practically limitless access to national and international services and information resources for the following users: 1) the local authority itself and its institutions; 2) major industrial and commercial businesses; 3) minor businesses and other institutions; 4) all the inhabitants. The underlying ideas of this non-profit undertaking is best illustrated by some quotations from the original paper: The US telecommunications system can, perhaps, be likened to a first-class (if overbuilt) interstate turnpike system, fed by local obsolete dirt roads and donkey carts. Bur [...] isn't an open access, non-discriminatory broadband network - much like the local "public road" system - what we want for the Nation? Investor Owned Carriers (IOCs) will never provide this... Would we want to give private companies the right to own the nation's local road system...? Obviously not.
