| Abstract |
A kommunikáció szabályozásában lépten-nyomon olyan kifejezésekbe botlunk, mint a „frekvenciaszűkösség”, a „szűk keresztmetszetek” vagy éppen a hálózati semlegesség. Ez arra utal, hogy a szabályozó is gyakran a technológiai kényszerek eredőjeként tünteti fel saját döntéseit. Ugyanakkor maga a szabályozás szándékoltan vagy véletlenül számos esetben alakítja a technológiai fejlődést. A tanulmány konkrét szabályozási megoldásokon keresztül mutatja be a szabályozás és a technológia közötti kölcsönhatásokat, a szabványosítástól a rugalmas frekvenciagazdálkodáson át a hálózati semlegességig.

| Abstract (translation) |
By the examination of the communications regulation you run into expressions like ‘scarcity of frequencies’, ‘gatekeepers’ or network neutrality at every turn. This suggests that the regulators often make their decisions appear as the results of technological constraints. however, the regulation forms also the technological development in many cases, with or without any intention. This essay demonstrates the interaction between the regulation and the technology by analyzing particular regulatory solutions from the standardization through the flexible frequency management to the net neutrality.
