Title: Nyílt adat és nyílt kormányzat
Abstract: A nyílt kormányzás lényege, hogy az állampolgároknak joguk van hozzáférni a kormányzat által generált információkhoz és dokumentumokhoz. Tágabb értelemben azonban nem kizárólag a hozzáférés lehetőségéről, vagyis az átláthatóságról van szó, hanem arról is, hogy az állampolgárok konstruktív módon bekapcsolódjanak a döntés-hozatali folyamatba, tehát a részvétel és az együttműködés szempontjairól is. A tanulmány bemutatja a nyílt kormányzás legújabb kori adatvezérelt fellendülését, amely a nyers, ráruházott értelmezéstől mentes kormányzati adatot állítja előtérbe. A nyitottság megteremtését célzó kormányzati kezdeményezések áttekintése után világszerte működő megoldásokat mutatunk be a nyílt kormányzat számos területéről.

Title: Open data and open government
Abstract: The right of citizens to have the access to informations and documents generated by the government is the fundamental meaning of open government. In a broader sense open government includes not only the right of access or transparency, but the notions of participation and collaboration, engaging citizens into the process of decison making. The paper focuses on the new data driven trend of open government emphasising the raw goverment datasets, without any pre-defined meaning. The paper first outlines the govermnetal initiatives aminig to create opennes, then reviews some of the working case studies from various fields of open government worldwide.
