Title: Szellemi közjavak Subtitle: a nyílt forrású szellemi alkotások jövője Abstract: A tanulmány szerzői amellett érvelnek, hogy a következő évtizedben a szellemi közjavak előállítási módszerei kiforrottá válnak és egységesülnek, s felhasználásuk el fog terjedni a tartalomfejlesztésben. Szellemi közjavaknak azokat a szellemi alkotásokat (szerzői műveket, találmányokat, szoftvereket stb.) tekintjük, amelyeknek a használatából senki nem zárható ki, és az egyes felhasználók nem fogyasztják a többiek rendelkezésére álló készletet, vagyis ezek az ún. tiszta közjavak közé tartoznak. A tanulmány a Nemzeti Hírközlési és Informatikai Tanács által „Az információs társadalom technológiai távlatai” címmel indított kutatási projekt (www.nhit-it3.hu) keretében készült, s az intellektuális közjavak előállításának, valamint üzleti és magáncélú felhasználásának a fejlődését vizsgálja, továbbá elemzi a megjelenésük következtében előállt szabályozási kihívásokat és az állami támogatási politika szerepét ezen a téren.

Title: Intellectual public goods Subtitle: the future of open source intellectual properties Abstract: The author of this paper argues that in the coming decades, the methods of creating intellectual public goods will mature and become mote uniform, and their use in content development will proliferate. Intellectual public goods arc those intellectual products (literary works, inventions, softwares, etc.), the use of which cannot bc denied to anybody, and no user can deplete the teserves that remain wholly available to the public, i. е., they belong to the so-called clean public goods. The paper was prepared under the auspices of the Hungarian National Council fot Communications and Information Technology within the frame work of the project "Tech¬nological Vistas of the Information Society" (www.nhit-it3.hu). It explores the development of both the production and private or business uses of intellectual public goods, analyzes the challenges that legal regulations face because of their presence, and comments on subsidiary policies in this field.
